Does Insurance Only Have Income Smoothing Effect? -- Evidence from Livestock Insurance in China

Agricultural insurance market is a highly subsidized industry costing at least 50 billion China's fiscal budget every year, however the effect of subsidy on farmers' production is unkonwn. We conducted field survey in Qinghai and Gansu provinces covering 360 pastural farm households in order to investigate the impact of participating the policy-oriented livestock insurance program. Results show that insurance not only soomth farmers' income variation, but boosts farmers' absolute income level by 20-30%. Part of income increasesing is due to directly premium subsidy, the rest comes from production decision changes, such as changes of livestock breeding structure and breeding intensity.
